South Moruya and Broulee Biocertification Project - Landholder Information
A project is being considered for the South Moruya area that
aims to streamline the development assessment process through a
mechanism called Biodiversity Certification. The Project proposes
to specifically focus on the larger, rural residential (1c) zoned
holdings in the South Moruya area that are potentially capable of
further subdivision. Through this investigation, it is
proposed to map natural resource constraints and identify
development areas within properties that could be 'certified' under
a Biodiversity Certification Strategy. This means that for
those certified development areas, the need for assessment under
theThreatened Species Conservation Act 1995 and theNative
Vegetation Act 2003 is effectively switched off.
In Broulee, the residential zoned village area will be the
subject of certification efforts. Using the Biocertification
pathway it is proposed to deliver better environmental outcomes
from anticipated urban development, at lower cost by considering
biodiversity issues up-front. For certification of the urban
area to be achieved, it must be demonstrated that proposed
conservation measures, inside and outside the Assessment Area,
improve or maintain biodiversity values.
A Biodiversity Certification scheme provides the opportunity to
replace site by site, development by development assessment of
threatened species with a landscape-wide strategic
assessment. This approach provides certainty to landowners
regarding potential land uses and future development opportunities,
saves time and money spent on individual flora and fauna studies
and improves consistency in assessment and survey standards.
