About the Divisional Manager Development Services

Gary Bruce

Gary Bruce is Council's Divisional Manager Development Services.

As Divisional Manager, Gary manages the team responsible for:

  • Building certification team, development assessment team and development engineering team: responsible for the assessment of Development Applications, Construction Certificates and Subdivision Certificates for all types of developments including subdivisions, dwellings, commercial and industrial development.
  • Pre-assessment team: responsible for all public enquiries relating to development proposals and the issue of 149 Planning Certificates, Building Certificates and record of inspections.

In total, there are 27 positions (including full time and part time) in Council’s Development Services Division.

In 2017-18 the Development Services budget is $3,393,573.

Employment experience at Eurobodalla Shire Council

Gary commenced his role with Eurobodalla Shire Council in April, 2015. He relocated to the area from Mudgee in central west New South Wales.

Previous employment experience

Gary is a professional town planner and manager of people who has worked in the NSW development industry for 20 years.

Gary considers that the development process within Council should achieve three things:

  • proactive customer service (not waiting for the public to contact Council)
  • commitment to timelines
  • identifying issues upfront.

Gary has spent the majority of his career in regional NSW working in local government. He has also worked in the private sector as a planning consultant. During this time, Gary prepared applications for submission to council, lobbied and met with council and NSW Government staff to support his clients, and prepared submissions in relation to LEP changes.


Gary attained a Bachelor of Urban and Regional Planning from the University of New England in 1997, and he then went on to complete a Masters of Environmental and Local Government Law, which he was awarded in 2009 from Macquarie University.

In 2005, Gary became a member of the Planning Institute of Australia and he is a current Certified Practising Planner (CPP).


Gary is relatively new to the Eurobodalla Shire community, however, was actively involved in the Mudgee community where he resided for more than 10 years.

Gary was President of a local preschool in Mudgee, in addition to being a member of its board of management for a period of three years until he relocated to Eurobodalla Shire in 2015.
