Dalmeny land release area development

Project: Prepare a development control plan (DCP) before the Dalmeny land release area is developed to ensure this is a quality development suitable for Dalmeny.

Council referred the responsibility for completing the draft masterplan and DCP to the developers to progress the Dalmeny land release. The developer is usually responsible for preparing these documents. Council made this decision in late May 2024. To help further with the process, we provided:

  • an incomplete version of the draft masterplan and documents
  • an outline for the draft DCP
  • the related technical studies, including:
    • transport and traffic
    • bushfire
    • ecological
    • stormwater
    • preliminary water /sewer servicing plans.

From here, the developers will submit final drafts of the masterplan, DCP, and related documents for Council to consider. If acceptable, these drafts will go on public exhibition for community feedback before we submit the final documents for adoption.

Details

Dalmeny land release is identified in the Eurobodalla Local Environment Plan 2012 for low density residential development. A DCP must be prepared for the whole of the Dalmeny land release area before the land can be developed or subdivided for sale of individual residential lots.

A DCP outlines how the land can be developed considering environmental factors and infrastructure requirements like water, sewer, roads, and parks.

We have engaged GroupGSA and Arnold Planning to work with us and the community to prepare a DCP and a masterplan for the Dalmeny land release area.

Feedback so far

  • We invited community members to tell us how they'd like to see the Dalmeny land release area developed. In December 2021 and January 2022 we hosted two workshops, a community walk, and asked community members to complete a survey.
  • We asked the community for feedback on the draft masterplan in early 2024 before the draft DCP goes on public exhibition.
  • The feedback we've received so far highlights the community’s interest in the type of development that would occur on the site. The community has shown a lot of interest in the density, lot size, and community infrastructure provided in the masterplan. While there are always diverse views among communities, we've also received a lot of consistent feedback.

Draft concept masterplan

  • We used the community's ideas and feedback received in December 2021 to prepare a draft masterplan. We continue to liaise with other agencies, Aboriginal community representatives, and other stakeholders to refine the draft masterplan.
  • We also asked the community for further feedback on the draft masterplan and DCP in early 2024. Final draft technical reports that will inform the masterplan (including traffic options, biodiversity values, bushfire risk, and stormwater analysis) will be available during the public exhibition period.

Public exhibition

  • We will place the draft masterplan, technical studies, and DCP on public exhibition for further community feedback. Council will consider all submissions received during the exhibition period, and will make a decision about whether to adopt the plans.
