Project: Upgrading the marine facility on the Moruya River by replacing the old wharf with a floating pontoon, rebuilding the boat ramp and improving site safety and amenity.
Timeframe: August to October 2026
Status: Preparing
Cost and funding: $714,000
- NSW Government’s Boating Infrastructure for Communities grants program - $357,000
- Council contribution - $357,000

Project details
We are working to:
- replace the wharf with an L-shaped pontoon (floating walkway)
- install a kayak launch platform
- renew the boat ramp
- reinstate rock protection
- replacing uneven paved areas
- upgrade lighting
- provide power and water to the Marine Rescue mooring
Benefits to the community:
- improved safety, navigation and water access
- increased berthing capacity and reduced boat ramp congestion
- more convenient launching and retrieval
- enhanced boating experience, growing participation and tourism
- reduce maintenance and whole-of-life costs
Environmental impacts:
We’re preparing a Review of Environmental Factors to assess potential impacts related to the project's activities.

Background and purpose
Preddys Wharf offers deep-water access to the Moruya River and is well used for boating, fishing and Marine Rescue operations. However, the ageing timber wharf, small pontoon and boat ramp have reached the end of their service life and the current layout provides limited safe tie-up space while boat trailers are being parked.
This upgrade addresses those issues by providing a safer, more accessible and higher-capacity facility. Key improvements include a new 42-metre L-shaped floating pontoon with fibreglass mesh decking, a relocated gangway for gently sloped access from the car park, grab rails spaced along the pontoon to assist boarding, and a clearly defined berth for Marine Rescue at the far end. A dedicated kayak launch platform will make launching and retrieval easier for paddlers.
Renewing the ramp surface, repairing degraded pavement and upgrading lighting will reduce slips, trips and falls and support safe use day and night. The design emphasises inclusive access with edge buffers on the pontoon, tactile ground surface indicators and non-slip surfaces from parking through to the water.
Together, these works will enhance safety, comfort and capacity for boaters, ease congestion (including reducing pressure on Moruya’s Riverside Park) and shorten wait times during peak periods. Using durable materials will also cut maintenance needs and lower whole-of-life costs. The upgrade complements the recently built fishing platform and improves how the entire marine precinct functions as a unified facility.
Community engagement
We liaised with Marine Rescue and the Eurobodalla Fishing and Boating Network during design. We considered their feedback and incorporated their suggestions into the final design.
