Local Strategic Planning Statement

The Eurobodalla Local Strategic Planning Statement sets out a 20-year vision for land-use planning in the region and how it will be managed in future. It explains the basis for strategic planning with regards to economic, social and environment matters.

The Statement addresses a broad range of matters including:

  • placemaking
  • housing supply, diversity and affordability
  • employment and economic growth
  • environmental management
  • town and village character enhancement
  • infrastructure provision.

All NSW councils are required to have a Local Strategic Planning Statement in place in accordance with the Environmental Planning and Assessment Act 1979. The document was publicly exhibited for 28 days from 4 June to 2 July 2020 and adopted by Council on 25 August 2020.

The Statement is not to be a static document but ever-adapting to changing trends and values within the community. It will be reviewed on a regular basis (every four years) in conjunction with Council’s One Community - Community Strategic Plan.

Purpose

The purpose of the Statement is to provide an overall strategic land-use direction across Eurobodalla by drawing on the vision and priorities established in the Eurobodalla’s One Community – Community Strategic Plan and other related strategies.

It includes planning priorities and actions that will guide Council’s decisions about how land will be used.

As part of the NSW legislative planning framework: the Regional Plan directs the Local Strategic Planning Statement, which directs changes to the Local Environmental Plan, which in turn directs changes to Development Control Plans. The Community Strategic Plan and other strategies, policies and plans inform the Local Strategic Planning Statement, particularly through community feedback.

In short, the Statement’s role is to:

  • establish a 20-year vision for land use planning in Euroboodalla
  • outline the characteristics that make Eurobodalla unique
  • explain Eurobodalla’s planning story
  • establish clear and achievable planning priorities
  • direct how growth and change will be managed in the future
  • identify changes required in the Eurobodalla Local Environment Plan 2012 and Development Control Plans
  • identify where strategic planning, policy review or master planning may be required in future.

Housing

The Local Strategic Planning Statement includes action to encourage greater housing diversity and affordability. Eurobodalla Council has started advocating to the NSW Government on issues Eurobodalla is experiencing.

In mid 2021, Council made a submission to the NSW Government’s Regional Housing Taskforce consultation. The taskforce heard from councils, community and business groups, representatives from the housing, not-for-profit and development sectors, Local Aboriginal Land Councils, and members of the public from all regions in the state to identify barriers in the planning system to housing supply and affordability.
